Best Applicant Tracking Systems for Small Businesses (2026)
I compare QrewHR, our custom ERP, Workable, BambooHR, JazzHR, Breezy HR and Greenhouse on job posting, hiring pipelines, interview scheduling and pricing, and I flag what I couldn’t confirm.

Hiring at a small business is weird. Honestly. You don’t do it every week, so you never really build a proper system for it. Then three roles open up at once and suddenly your inbox is full of resumes, half-finished email threads and the classic “wait, did anyone call this person back?”
That’s basically the problem an applicant tracking system (ATS, if you want the short version) solves. It pulls every application into one place, moves each candidate through stages like screening, interview and offer, and keeps everyone on your team looking at the same info. If you’re still figuring out the wider HR side of things, I’ve got a guide to the best HR software for small businesses that covers the bigger picture.
Quick heads-up before we start. I haven’t done hands-on testing of these tools for this roundup, so there are no scores or speed charts here. What I did was go through what each vendor says on its own site. And wherever I couldn’t confirm a price or a feature from the official source, I tell you.
Quick answer: If you want hiring, onboarding, attendance, leave and payroll in one tool, start with QrewHR (it’s our own product, so factor that in). If you just want a dedicated ATS, Workable is the easiest one to try: a 15-day free trial with no credit card, one-click posting to 200+ job sites, and built-in interview scheduling. BambooHR makes sense if you want an HR suite with hiring included, and Breezy HR, JazzHR and Greenhouse are worth comparing once you’ve checked their current prices on their official pages.
What to look for in a small business ATS
Before the list, a few things that actually matter when you’re a small team and hiring isn’t your full-time job.
Job posting. You want to write a job once and push it out to several job boards at the same time. Copying the same listing into five websites by hand? That gets old really fast.
Pipelines. A pipeline is just the series of stages a candidate moves through, like Applied, Phone Screen, Interview and Offer. A good ATS lets you rename stages or add new ones so they match how you really hire (not how the software thinks you should hire).
Interview scheduling. All that “does Tuesday at 3 work?” back-and-forth eats hours. I’m not exaggerating. Tools that handle scheduling and collect interviewer feedback in one spot save real time.
Access and permissions. Your hiring manager needs to see candidates for their role. Not everyone’s salary history. Role-based access, where each person only sees what their role allows, matters way more than people think.
Pricing model. This is where it gets messy. Some tools charge per employee, some go by company headcount, some use flat tiers, and some only give you a quote. I’ll come back to this further down.

The best applicant tracking systems for small businesses
1. QrewHR

Full disclosure first. QrewHR is a product of TheTechHacker, and I (Rahul Vithala) built it. So yes, I’m biased, I won’t pretend otherwise. I’ve kept this section to what’s on the official site so you can judge it for yourself.
QrewHR is an all-in-one HR platform, not a hiring-only tool. The feature list covers HRMS and employee records, attendance management, leave management, payroll and compliance, performance management, recruitment and onboarding, plus AI workflows with a helpdesk. The idea is pretty simple. The person you hire today turns into an employee record tomorrow, and you don’t have to shuffle data between three different apps to make that happen.
It’s got role-based permissions and privacy controls, so each employee only sees their own information. The employee side is built mobile-first, which helps a lot if your team isn’t sitting at desks all day. And if clocking in and shift planning matter to you as much as hiring does, have a look at my roundup of employee scheduling and time tracking software too.
Pricing-wise, there’s a free plan for up to 5 employees, and a 14-day free trial that doesn’t ask for a credit card. You can also book a demo. As I write this, QrewHR doesn’t publish US dollar prices on its site, so the demo is how you get an actual number for your team.
What I liked
- Hiring, onboarding, attendance, leave and payroll all in one place
- Role-based access, so people only see their own data
- 14-day free trial, no credit card needed
- Free plan for really small teams (up to 5 employees)
What could be better
- No published USD prices, so you’ll need a demo to get a quote
- Recruitment needs a paid plan
2. Thetechhacker Global Solutions Custom ERP

Another disclosure: this one’s our company too. It’s a different kind of option though, so let me be upfront about where it fits.
Our custom ERP software (it’s on the Custom ERP Software page here on thetechhacker.com) is built for any industry, with modules for sales and orders, inventory, purchasing, production, finance, and HR and payroll. We specialize in garment, logistics and distribution businesses. There are no per-user license fees, which honestly matters a lot once your headcount starts climbing. And the discovery call is free.
Now, to be clear, recruitment isn’t on that module list. This isn’t an off-the-shelf ATS. It’s the one to think about if hiring is just one piece of a bigger operations headache and you’d rather have HR and payroll hooked into inventory, orders and finance. Want hiring workflows built in? Bring it up on the discovery call. And if payroll is the real pain right now, compare options in my guide to the best payroll software for small businesses.
3. Workable

Workable is the one I’d point most people to if they want a dedicated hiring tool and want to try it properly before paying anything.
Workable says you can post a job to 200+ sites in one click, and it offers AI-powered sourcing and employee referrals. On its free job posting page, it says the software handles interview scheduling, feedback and contacting applicants. During the trial you can post to free job boards (Google and Glassdoor included), and Workable says jobs go live within 12 to 24 hours. Once the trial ends, the job gets archived, but you can still see your candidates. I like that. You don’t lose people halfway through.
The free trial runs 15 days and doesn’t need a credit card. Every plan comes with 3,000 free AI credits, though Workable Agent isn’t included in the trial. One thing to watch: AI credits expire one year after purchase and you can’t get them refunded. There’s also an Enterprise plan for bigger teams.
Workable’s own trial guide has a pretty sensible plan, and I’ve boiled it down here:
Days 1 to 3: Create a job
Get your first job listing set up and publish it.
Days 5 to 8: Work with candidates
Move applicants through the job’s recruiting pipeline and get in touch with them.
Days 9 to 15: Explore your account
Use Update the Pipeline to add or rename stages, and Account Members to assign coworkers to jobs.
Pricing is based on headcount. The dollar figures didn’t load for me on the official page, and the numbers floating around elsewhere don’t agree with each other, so check the official Workable pricing page for your company size.
What I liked
- 15-day trial, no credit card
- One-click posting to 200+ sites
- Interview scheduling and feedback built right in
- You keep access to candidates after the trial ends
What could be better
- Workable Agent isn’t part of the trial
- AI credits expire after a year and can’t be refunded
- I couldn’t confirm USD prices
4. BambooHR Hiring

BambooHR is a broader HR suite, and its hiring tools live inside it. That makes it a fair pick if you want one vendor for HR and applicant tracking but don’t want a custom build.
There are three plans: Core, Pro and Elite. Applicant tracking is reportedly included in all three, with a different cap on open jobs at each level. I couldn’t confirm that on BambooHR’s own site, so treat it as reported. Pricing is reportedly per employee once you go past a certain team size, with flat monthly rates for smaller teams. But the figures I’ve seen don’t match each other (at all), so check BambooHR’s official pricing page before you budget anything.
5. JazzHR

JazzHR is a dedicated ATS with three plans: Hero, Plus and Pro. And that’s pretty much all I can confirm.
The prices people report for Hero are all over the place, so I’m not repeating any of them. There are also reports that the Hero plan caps how many jobs you can have active at once. If you only hire for one or two roles at a time, that might not bother you. Still, confirm the current limits and prices on JazzHR’s official pricing page first.
6. Breezy HR

Breezy HR has the most plan options of the bunch: Bootstrap, Startup, Growth, Business and a quote-only Pro tier.
For tiny teams, the interesting one is Bootstrap. It’s reportedly free but limited to one active position. If you hire once or twice a year, that might be all you need, really. A 14-day trial is also reported for the paid plans. I couldn’t verify either of those, or the paid prices, on Breezy’s official pricing page, so check there before you sign up.
7. Greenhouse

Greenhouse has Core, Plus and Pro plans. Its pricing page reportedly shows no prices, which means you’ll be talking to sales to get a quote.
I’ll be real, for a very small team that’s the main reason I’d look at it last. It’s hard to compare a tool you can’t put a number on. If you’re growing fast and expect to hire a lot though, it’s still worth a conversation.

Everything side by side. Quick note: “Reported” means I saw it mentioned somewhere but couldn’t confirm it on the vendor’s own site.

How applicant tracking system pricing works
You’ve probably noticed there are no dollar amounts anywhere in this post. That’s on purpose. I could only confirm pricing details from official pages for QrewHR and Workable, and neither one gave me a USD number I’d stand behind. I’d rather send you to the source than guess.
So what will you actually run into? Per-employee pricing means you pay for every person in your company, not just the people doing the hiring. Headcount-based pricing (that’s what Workable uses) sets your tier by company size. Flat tiers charge the same no matter how many people you have, often with caps on active jobs. And quote-only pricing means sitting through a sales call before you ever see a number.
How I’d choose
Start with one question for yourself. Is hiring your only problem, or is it one of several?
If you’re also juggling attendance, leave requests and payroll in spreadsheets, an all-in-one tool like QrewHR saves you from stitching separate apps together later on. If your business runs on inventory, orders and production and HR is just part of the mess, a custom ERP is the bigger fix. And if hiring really is the only thing you need sorted? A dedicated ATS like Workable is the cleanest place to start, mostly because the trial is so easy to run.
QrewHR
Hiring, onboarding, attendance, leave and payroll under one login, with a free trial and no card needed.
Workable
One-click posting to 200+ sites, interview scheduling, and a 15-day trial you can actually use.
Breezy HR
A free Bootstrap plan with one active job is reported. Confirm it on the official page first, though.
My final take
There’s no single best ATS for every small business, and anyone who tells you otherwise is probably selling one. Mine included! So take my QrewHR pick with that in mind.
My advice is pretty practical. Shortlist two tools, run their free trials with one real job opening, and see which one your hiring manager actually enjoys using. Because a tool your team ignores is worse than a spreadsheet, honestly. Oh, and before you sign anything, check the current price on the vendor’s own pricing page. That’s the only number that counts.
Frequently Asked Questions
What is an applicant tracking system?
An applicant tracking system (ATS) is software that pulls all your job applications into one place, moves candidates through hiring stages like screening, interview and offer, and lets your team share notes and feedback instead of passing emails back and forth.
Does QrewHR’s free plan include recruitment?
Nope. The free plan covers up to 5 employees with basic employee records, attendance view, leave tracking, announcements and self-service. For recruitment, payroll, performance and AI workflows you need the Starter, Professional or Enterprise plan. There’s also a 14-day free trial, no credit card needed.
Is there a free applicant tracking system for small businesses?
Breezy HR’s Bootstrap plan is reportedly free, with a limit of one active position, but check its official pricing page to be sure. Workable doesn’t advertise a free plan that I could confirm. During its 15-day trial, though, you can post to free job boards, Google and Glassdoor included.
How long is Workable’s free trial?
It’s 15 days, and you don’t need a credit card. You get 3,000 free AI credits, but Workable Agent isn’t part of the trial. Once the trial ends, your job gets archived, but you can still see the candidates.
Do I need an ATS or full HR software?
If hiring is your only problem, a dedicated ATS like Workable is enough. If you also need attendance, leave, payroll and employee records, an all-in-one platform like QrewHR or a broader HR suite like BambooHR can save you from running a bunch of separate tools.
